Subdivision and Development Guidelines

Thank you for your interest in developing within the Dona Ana Mutual Domestic Water Consumers Association (MDWCA) service area. We are pleased to assist you as you begin your subdivision or development project. This page outlines the requirements, forms, and general information necessary to initiate the review process.

As a small organization, Dona Ana MDWCA operates with limited staff who perform multiple roles to ensure the efficient delivery of our services. We appreciate your understanding and cooperation as we work to support your project.

All development plan sets submitted to the Association will be reviewed by a licensed professional engineer. Written comments will be provided for each submission. Our goal is to complete the initial review within 30 days; however, please note that during high-volume periods, the process may exceed this timeframe.

Submission Requirements:

  • All plan sets must be sealed by a New Mexico Licensed Professional Engineer.

  • Review fees cover up to three (3) rounds of review. Additional reviews beyond the third may incur supplemental fees.

  • Only complete plan sets will be accepted for review. Incomplete submissions will not be processed.
